MINUTES OF MEETING
OCTOBER 7, 1999
PRESENT: Chairman Tracy Scott, Stan Brehm, Joanna McIntosh, Paul Adams, Ted Bailey, Martin Lawrence, Pauline Cote, Secretary Andrea Deachman
Chairman Scott opened the meeting at 7:05pm, introduced the Board and announced that Joanna McIntosh and Pauline Cote alternates would be voting members tonight and requested the Board review the minutes of September 2, 1999.
Motion was made to accept the minutes as written.

PUBLIC HEARING: Jim Mullaney
22 Lot Subdivision

Abutters: None
Mr. Mullaney presented the Board with final plans. Bill Rollins from SEA has sent his opinion and all matters of concern have been addressed. The Fire Chief has written approving the cistern on this project to be adequate for fire fighting.
A member of the Board is concerned about the length of the road. The road will be continued through an abutting property following down and back on to Horse Corner Road. The length of the road, (as defined in the subdivision regulations), was for concern for the fire department and the fire chief has given approval.
Mr. Mullaney would like to offer the town a 5-acre lot as a voluntary contribution to the town for use in building a ball field on the Horse Corner Road side of Rte 4. If a right of way can not be located for the specific lot within 90 – 120 days Mr. Mullaney will contribute $ 10,000.00 towards a ball field on the Horse Corner Road side of Rte 4. The Board was under agreement that town officials need to try and help get the right of way.
Motion was made to accept the 22-lot subdivision with the following conditions; The Board receives the Pembroke approval letter of the subdivision. The town accepts the 5 acre lot, with the understanding that a right of way will be located within 120 days, or

Mr. Mullaney will give a voluntary contribution of $10,000.00 to the town for use in obtaining and building a ball field on the Horse Corner Road side of Rte 4. Mr. Mullaney is willing to spend up to $10,000.00 to acquire the right of way.

Apartment in Barn
Map 4, Lot 147, Dover and Cross Road
Mrs. Bailat has a 24 by 50-foot barn and her son would like to put an apartment in the second floor of the barn. The property is 10 acres and has 450-foot frontage on Dover Road and 1,000 foot frontage on Cross Road. Mrs. Bailat would be putting in a well and leach field for the apartment. The Board has sent Mrs. Bailat to the Board of Adjustment for interpretation.

Gary presented the Board with plans for an additional 250 by 100 feet paved show lot. There will no access off Route 4 for this addition.
No public hearing is necessary.
Mr. DePalma will deliver a mylar.

Mr. Mullaney presented the Board with a plan. He would like to subdivide this lot and build 63,000 square feet of self-storage units. He may also have a bank or retail or office space on this property.
Mr. Mullaney will call when he is ready to continue.

The Board has received 2 responses to date on our memo for help with zoning issues. Reminders will be sent. Meeting will still be held
DISCUSSION: Merrimack Timber Service/Norman Fauteux
Pole Barn Car Port
Map 4, Lot 154, Dover Road
Plans and Building permit were left in office for Board review, after the Building inspector would not grant a permit because of the Commercial Zone. The carport will be a 4 car parking area.
The Board agreed this project would need to go through site review. Secretary will call to get them on the agenda for November as a Public Hearing.
